Well, it's not an actual border, as in nation, in GalCiv3. You have an area of influence. If an AI grabs a colony within your area, they run the very real risk of losing that planet to your influence. This is the consequence of colonizing within someone else's area of influence. I use open borders for the diplomacy assist. If I eventually want to ally with an AI, I find it very helpful. It has no downside that I'm aware of.

Guard (hotkey "q") works to let me end the turn unless I add a ship to the fleet, so that's all I need. Maybe Sentry is only for armed ships?
Mine is also showing up as Opt-in V1.1. I haven't opted in yet and will wait until a dev says it's ready for that.
