The game has changed since the Alpha release to require you to add a mining ring to harvest resources with your starbase. If this tip does not help in the matter let me know. :)

To update on the situation: If updating graphic drivers did not help fix the issue. We have noticed that there is a bug were text does not appear to show up when using the high performance mode. We are currently working with Intel to try to address this.

Currently the crash reporting via steam only works for 32 bit applications. The solution here maybe to verify the integrity of game cache on steam. It is a simple one button procedure in steam. I hope that helps! :)
The horizontal line issue seems to be due to a beta driver being used on those Nvidia graphics cards. The best solution right now would be to rollback your video card drivers to an earlier more stable driver. I hope that helps! :)

"If I am playing and I load a previous save (while playing) the ideology tree no longer functions properly" Nice find with the save/load issue with the ideology screen. That has been added to the list.
After looking at your file it seems like a steam issue, your best bet is to contact steam support. I was also informed that if you do the following it may help out your issue. From the Steam forums: Delete AppUpdateStats.blob and ClientRegistry.blob AND Delete "appcache", "depotcache", and "userdata" folders I hope this helps! :)
