Are you using GOG's interface to disable DLC or the command line parameter?

This is good info Silas! If I can reproduce one of the failure points, it gives me a place to start littering debug messages.
You can disable dlc via the command line for multiplayer with the command line parameter -disableDLC "ShipPartsBonus;MechKit" where the DLC names are separated in quotes. The DLC names are: ShipPartsBonus MapPack RegistrationBonus MegaEvents Snathi PrecursorWorlds Mercenaries BuildersKit RiseoftheTerrans LostTreasures AltarianProphecy Crusade MechKit Intrigue SCHeroes R
I think that if you just deleted the RebuildData.ini file along with the bin files, it would have had the same effect. I think that I need another check in that code that checks to see if it should rebuild the the bin files to force the mod bin files to rebuild if their counterparts were updated.
You shouldn't have to move it, as if the game detects your documents folder, it should create a folder there named My Games unless there are issues with write permissions or one of the other issues that I mentioned in my first reply. I'm working on some code to try to fix this, or at least print out more debug information to the log file for an update.

That would possibly solve the problem, but when it tries to create the prefs.ini file there it may fail and cause other issues. If you right click on the My Games folder and choose properties, then Security, do you see your user name in the list of users? If not, you will need to add it and give yourself full access to that folder. If your name is there, select it and add full control over that folder to your user.
Hi, The game attempts to create a folder in your user folder, e.g. C:\Users\hal\Documents\My Games\GC3Crusade. Reasons that it can fail: 1) No write permissions 2) User directory is on a removable drive 3) User directory is on a network drive 4) Lack of space 5) Anti-virus/security program. Add GalCiv3.exe to your whitelist. Do any of these apply?
Hi, It's getting a stack overflow while trying to initialize the graphics. Can you please try updating your graphic drivers? Or if you are using beta graphic drivers, switch to the most recent stable version.

I don't think that it will work for GalaxySizeTypes because they would not be sequential for size unless you made them all larger and I don't think that's advisable. ShipHullTypes is not possible because the specific values are referenced in code directly to determine other things. The changes to the ship design system prereqs are definitely possible. The others look like they're possible.

Hi, I'm sorry that you didn't get a response yet. The reason that it's crashing is that your custom faction references a ship style set that doesn't exist, AesirShipStyleSet. If I changed it to Aesir_2C4FDAAACFB84068B9BD7A06D0B57462 which is in your shipstyleset folder, then it gets beyond that crash, but I also got warnings about missing ship designs and faction map color defs.
This is unrelated to the admin cost thing, but I have fixed it for the next update. You will now be able to upgrade designs with a one per player component to a design with the same component.

If you load one of your save games, does this reproduce for you? Can you please go to Documents\My Games\GC3Crusade (or GalCiv3 if you don't have Crusade) and zip your Prefs.ini, your debug.err file, and a save game and post it on a cloud drive for me? If you have a way to record a video of this happening, a link to a video may be helpful also.
Can you please post a link to your debug.err file? It will be in My Games\GC3Crusade if you have Crusade installed and in My Games\GalCiv3 if you don't.
If you look at Steam\steamapps\common\Galactic Civilizations III\DLC is there in fact a EXP4_Retribution folder there, with files in it? If there is, can you please send us your debug.err? It'll be in your My Games\GC3Crusade if you have Crusade or My Games\GalCiv3 if you don't.
