Did you try to exit the game before starting a new game? I believe there was an report earlier that starting a new game without exiting GC3 (from the game go to the main menu and start a new game using "quick start") would yield the same map (I guess use the same seed). I do not know if this has been fixed.

You could also move population from less important planets to production planets in order to increase production using colony ships.
I think in the latest opt-in patch, they added the option of putting sliders back into the game. Although it does not change that a negative treasure will put your empire in money-making mode and naselus words are still relevant. It is also probably better to just start a new game, where you can optimize from the beginning.
Is there a Benevolent option, which also gives a massive increase in influence? Krynn could have taken this option.
No, you will consume/use/spend Durantium when you build ships or improvements/buildings, which use Durantium including Durantium Refinery. If you want to get more Durantium, you will either need to upgrade your starbase, which mines Durantium, or you will have to build another starbase, which can mine Durantium. I would suggest to load an autosave and set research to 0 empire-wide. Also scrap research buildings etc. In one game I was also nearing the end and only needed a couple of useless techs. I therefore decided to halt research e.g. setting research to 0, scrapping/destroying buildings etc. I do not know what to do about the benevolent skill, which gives research bonus to star bases except scraping them, but I guess you do not want to do that. :)

Would it be possible to use the worm holes from the anomilies and make them into permanent warp gates.

Just wanted to add that Ship yards are also constructed using a constructor component. Each ship yard can get manufacturing points from up to 5 planets, where amount "sponsored" is dependent on distance. If you build a colony ship or a transporter the planets within 5 tiles of range of the ship yard will also sponsor population, where each colony component or transport component can hold up to 3 people.
