First off, I would like to thank Stardock for adopting regional pricing for India, which Steam introduced very recently. So, instead of waiting for the game to go on sale for 50-60% off, I finally bought it for full price and don't have to wait more to play it [e digicons]:D[/e] From past experience, I am sure GalCiv 3 will be as good a game for its time as GalCiv 2 was. Yes, that is also good, but on larger maps or with too many planets I don't prefer to micromanage that much. When I have nothing better to do other than cranking out constructors, I go for high research/social spending.

Stardock can go with the option that Paradox Interactive uses for its Steam games- require internet connection (and Steam) for first time activation and then Steam is not required except to update the game. There is a possibility that Stardock already does this, in which case almost no one should have any problems with Steam :)
