Specialization techs are unlabeled.
I researched industrialization. It promised a mega factory, but it gave me no factories.
I think it is overkill on the orbital manufacturing tree under engineering. Can we get a more average on how long it takes to research these techs.

Administrators used to be five, and some people called it a bug for the above reason, so they changed it. Why someone would try, and hobble the administrator system baffles me. They must like small maps.

The reason food, became arable resource was because the AI didn't want to build farms. The reason for administrators. Was because of compulsive players.

It depends on who started the war, and the tactics being used. If you are picking on a weaker opponent then there is no option, but to defend itself. If the AI dont have a fleet to take down your fleet, then they may be trying to whittle down your one fleet. This depends on the situation.

Judging from your questions you haven't played this game since 2.0. Ok since then the manual has been rewritten for 3.0. That is probably a good read. The population cap can't be above the class. The game starts with hubs. Those are better than factories a +1 is better than a percent. Remember adjancencies are important. It is important to know what improvement type you have.
