Typically a game needs temporary space on a HD to extract too (espcially with digital downloads). For example, the downloaded file is 2gb, which then needs to be extracted (3gb) and then finally installed (2gb) for a total of 7gb of required space.

As a helpful guide this is how i usually install stuff (I must have built upwards of 20PC's). I'd never bothered with 64bit before, it was always just that little bit too geeky and misunderstood. Luckily with the advent of Windows 7 i thought "hell, why not?" and decided to give it a go. More memory is usually the best way to increase load speeds. This might involve switching to 64bit though. With the setup you listed i'd actually suggest looking into a new processor first and foremost, P4 is starting to show its age and you probably won't get more than another 6-12 months before it reaches defunkt levels. You can get an E5300 along with 4gb of memory and -possibly- a new mobo which should see you right for a while, and cost no more than $200ish de
Its most likely your CPU. If a game isn't correctly optimized then having a dual core offers little actual performance increase (Supcom for example, which this games engine seems to be partly based off would rag your first Core 100%, but leave the second relatively untouched at 10-20%). Consider moving up to something like the E5300. You can pick them up for approx £50 and they overclock pretty well.
If you can get yourself a 4770, its got a smaller chip (40nm i think?) so consumes a lot less power, puts out less heat and gives performance almost rivalling the 4850/250gts...and its cheaper too :)

You don't build the top of the building before the foundations, nor do you stick bells and whistles on your games before ensuring they work right. At the very base of Multiplayer is connectivity and ensuring that works correctly. Until you sort out the poor connections and constant spiking issues everything else is just worthless. Bloating the game with even more options while connectivity is shakey will only serve to exacerbate the situation and make it even worse. Disclaimer
