Not very clear either. I found it my self in the end, it was on display in the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying ‘Beware of the Leopard.” Hardly intuitive. The Lost Citizen button takes the player to the Summery Screen which in my game has 20+ Citzens on it, there is no lost section on that screen nor any indication what was lost or where it can be found or what should be done about it.

Need a little help. A faction surrendered and gave me all their planets. After several turns one of the planets previously given to me was captured by the AI, triggering a Lost Citizen which must be solved before i can start the next turn. Trouble is the game makes no attempt to explain what I am supposed to do, it just takes me to the Citizen Screen, where all Citizen options are found but not a single world about any lost citizen. Watching the AIs playing the Surrender Monkey game last night was interesting. Ended up declaring war on 4 other AIs to finish wiping out a few small ones in my 20 AI game.
In one game I was at work with over 50% of the AIs and being ship spammed like crazy when the peace resolution game up and I voted yes, it passed. None of the wars ended. If they had voted no, it should have ended for some of them. So I have seen this my self.
Bam: Steam Workshop is a massive improvement for mod users, there is no denying that but it also causes problems for mod users too and it is just not very modder friendly. We still cannot post our full mod docs for example, there is no way to warn the player of updates or tell them to check the docs. Haaa so that is what happened. I saw a relatively weak AI take over a massive empire after the empire surrendered without warning.
I have already disabled steam sync for Galciv3, it just sits there waiting for ever for the sync in order to finish so I turned it off. Valve have lots of good ideas for their service, but their servers just cannot deliver the goods most days.
Yes the ship issue has been annoying me too, I had not noticed the tile issue though.

Had this my self before updating my Nvidia graphics card drivers. Still testing to see if it happens after updating them.
Altarian's do feel harder to play. Everything seems vastly more expensive when playing them, ships are weaker too and I could not get my military rating higher than 6th no matter how fast I built ships. I also found most ships could not be built for this race due to too few resources of one type of another. So I was left with no possibility of building decent ships. Which made it hard for me to compete. The game ended suddenly with a "You lost message", I have no idea who
I posted this on Twitter about this bug. @Stardock #galacticciv3 the main bug being the black screen as the Nvidia driver crashed out in planetary invasions about 50% of the time. And got this reply from Brad Wardell "@Giskarduk @Stardock we're all over that one."
The same is true for the Altarian ships, lots of duplicates. I suspect they are either not finished or are being held back for the final release.
I agree, I would like to see this too. I believe there was talk about adding more support for this sort of thing when Steam Workshop support is added. But you will need to get that confirmed. I do not recall where I read it.
