Thanks for the starbase tip, that worked. A dev responded to the stuck issue on the steam forums. For those of you with a problem like this. Hit the ~ key and type "turnactions" in. It will disable the restriction.

Pretty much what the title says. I've finished all of the research projects and now it wont let me end turn. Just has "research" over the turn button. Also, I cant seem to upgrade terran starbases at all. Even with everything researched, I cant install any modules. They are all greyed out to me.
