SOLVED Sadly, some patches made changes on some shipstyle files. With brand new shipstyle files it works. But the order of entries in the shipstyle files changing the AI behavior in researching things surprises me.
Now the Terrans on Normal and the custom races on godlike. Turn 52. I made some tests with "soak" (AI controlled) games. Most of my custom races with ship styles (FactionShipStyleSetDefs_RACE.xml and ShipClassDefs_RACE.xml) are not researching small hulls (at least) on normal. These are all custom factions I created with ship styles. So it would not only need the faction file but also the ships, the shipstyle files and the savegame. Sorry, that's too much work. The "invisble icon"-bug also exists in games with no custom factions (and german localizatiion), so I think this should be an obvious bug. It's an "all game" bug. It's an issue with the "normal" UI and they don't fix it. It's an issue at least since 1.1. Change to "small" UI until they fix it...
The trait which gives you more capacity at the "traits and abbilities"-screen when creating a custom race is called: "Einfältig", which means "silly". So "silly +2" gives you 20% more capacity. Nice! ;) If you find some more language errors, please post them here.

Do you have a "My Games/GalCiv3/mods/NEWRACE/Game"-folder? The two files FactionShipStyleSetDefs_NEWRACE.xml and ShipClassDefs_NEWRACE.xml must go in there. Even if you literally just created a folder .../mods/NEWRACE/Game and just put the two files from Dropbox in there, you should have a new Shipdesign "NEWRACE" selectable. The game will crash when you use this Race, but you should see the shipstyle in the appearence-menu. Create a folder My Games/GalC
The problem with this DLC is, that the game itself without some flavour is quite boring and buggy. Example(s)? "This site is protected by pirates, do you want to engage?" ENGAGE WITH WHAT SHIP/FLEET? WHERE? HOW MANY PIRATES? Or you build a galactic wonder. Woooo, I made it! If I would only knew about it. There is NO feedback, it's like building your 30th factory. Or invasions. You don't know why you won or lose, you see nothing, it's just a summary screen.<

These are bugs which are related to the "normal" UI size, possibly on 1080p. Turn to "small" UI until it's fixed. (Maybe that 3rd mission bug not)
I think, I heared something like "September" and "the (translation-)contracts are signed" in one of the dev streams. But maybe it's like with bugs and AI, "we have five years to fix it! (But we want your money and good reviews on steam now...)" :p
In my game on "normal" no blueprint has any defense. And no AI ship has any defense. There are so many things wrong with this game, I think the resources of stardock should go into repairing things first instead of adding better AI. Because some things at the moment are just plain broken. By the way, the alterian "Sudden Storm" has a description which says: "reinforced with thulium defense", but it needs durantium.
