They are fine. the problem are the out of control % bonuses from other sources.

If you want to point out an elegant UI then look at the original Master of Orion. Master of Orion 2 was a pain in the ass if you had more than 10 planets, Also its food system was extremly boring after a few turns.

I dunno but full battle control would certainly open another can of AI worms.
