Since its minimum requirements is DirectX 10, it will most likely be based on DX10 features mostly, except using DX11 as a performance boost. DX12 seems unnecessary since GalCiv3's demand on GPU speed should be moderate. Also, it is very unlikely that Win7 would get DX12 support and it's still unknown whether Win 8 and 8.1 would get DX12 support.
I think an "Influenced by empire" option would be an awesome idea.
