Problem Loading -- "Windows Script" error in The Political Machine 2004 Stardock Forums

The game downloaded, but when I try to run it, I get an error which says I need to download "Windows Script" or use the Start Menu (setup.exe) I don't see the program in the Start menu and have not found a startup.exe file. When I open the Political Machine folder, and click the .exe file, I get a version of the game which runs excruciatingly slow. Please help. Thanks.
