It actually does work too. I took over an enemy planet with culture once(and ended up winning the scenario as a result) But more than one does make it move faster

I think they should add ocean planets that you can colonize with floating or domed cities of some kind. They should expand the same sort of thing to gas giants and have a floating city deal like in Star Wars. It would have to be researched like volcanic and arctic are now.
