Yes, but never before (even during the ice ages) has CO2 gone above 275ppm (give or take a few.) People have caused a massive rise in the amount of carbon (and other global warming gases) in the atmosphere (its now at about 350 ppm.) Obviously, people have stuffed up the cycle, causing the current effects we are getting now. They have been going up since the Industiral revolution (ice core studies,) and are going up to this day.

Not really, but they give you a nice boost in awareness in the state they are in, as well as surrounding states. I don't know if their stats make a difference for the VP. It would be nice of the VP could fundraiser, etc.
