Reply to AI never captures extractors in Sins of a Solar Empire Sins Forums

I'm still confused about these things. Do they only 'work' if you have a refinery nearby? Also, does a refinery improve the resource collection at populated planets as well? For instance if I have a refinery and there are only populated (my own) planets nearby.
