I like this idea and think it would be a great improvement over the current situation. But I do have a rather different idea that I think may work even better. I think starbase upgrades should track with progress on the tech tree and possession of resources. While I prefer the idea of shipyards sponsoring starbase development to what currently exists, I think an even better solution would be to do away with overt production altogether.
