Looking at Stardock support ( https://esupport.stardock.com/index.php?/default_import/Knowledgebase/Article/View/496/161/general-galactic-civilizations-iii-troubleshooting#GraphicIssues ) I think the issue only happens with the 6th generation Intel CPUs (Skylake). HD4600 is the 4th generation, so it should not be affected.

On my Surface 2 Pro with Intel HD 4400 it runs without any errors. Install updated drivers for your HD4000 - here are the latest from Intel website (check asus as well). If that doesn't help, re-run the vcredist_x64.exe and vcredist_x86.exe from the [_CommonRedist] folder inside your Galactic Civilization 3 folder. I hope this helps.
Thank you for the info. I was expecting it to run ok, since I run other recent strategy games quite well on the Surface Pro 2 (Rome 2 Total War, Age of Wonders 3, etc.). I decided to go ahead and get the beta.
Does anyone here tried the alpha on a Surface Pro 2 or 3 (i5 4300u/intel hd 4400)? Before I buy the beta, i would like to know how well it runs and if the UI is usable in 1080p on the Surface Pro 2. Moreover, is there any support for touch controls? Thanks in advance for any comments.
