Either I am doing something wrong or I am running into a bug. I would greatly appreciate some enlightenment either way... There is Elerium on the map, I build a starbase within a couple of hexes. Then I access the starbase and tell it to build a mining ring. Upon completion of the ring, it is a military ring and no Elerium is being mined.
