Research: More capital ships? in Sins of a Solar Empire Sins Forums

Hi all. First of all I want to say....This game ROCKS!! Second, I have a problem finding out to build more than 2 Capital ships. When I want to upgrade to a higher Command level, it says I need to research in "Formalized Traning Plan". I simply can't seem to find this in ANY of the 3 research windows. Anyone who can help with this? Best regards StarDane
