Just a quick reply: I'm new to the forum and am not familiar with the bug reporting process besides making a post. I have the same issue, though it's not a custom faction. Playing with the Terrans, I colonized Mars and the first building I set down, I decided I wanted it somewhere else, so I canceled it in the build queue.
