I have a game that I was playing yesterday where the United Planets ratified the "Galactic Domain" resolution. The text of the resolution reads "All member races agree to no longer build starbases, or colonize planets within the ZOC of another member race. (Players can no longer colonize or build starbase in another players ZOC.") Seems like that should just limit you from colonizing planets within another races colored border.
