I didn't really have an issue with ai weapon predictability in II. I waited (or, wait) until the last moment to build any armed ships and check those civs I can for their builds. I prefer missiles, for the obvious reason, and often the someone is already using them. So, off to something else. Also, I have noted many times the ai reacting to what I build and countering with the proper defense. To my anger. (Mostly immense, maso games.)
