Sounds like you're using Zone Alarm. I stopped using Zone Alarm because of the same issue you describe. Most programs do tend to access the internet for updates, etc. and are not malicious in any way. It looks like you've already done the necessary checks so you can either get rid of Zone Alarm (Windows Firewall should suffice) and all its pop-ups or keep clicking allow.
I don't understand the people wanting Impulse to fail either, competition is a good thing. Stardock has always been one of my favorite game developers so when I heard about Impulse, I decided to check it out. It's not where I'd like it to be yet, but I look forward to seeing the improvements down the line. Best Wishes.
Steam didn't have competition when it was released 5 years ago. Impulse is being released at a time when Steam has an existing user base that would need a compelling reason to make a switch.
