I have the PQ bonus 20% (Magical) and when I win planets by influence the PQ does not change. I have not tried this by invasion (I find wars difficult as it's hard to defend everywhere).
What about the Torians??? They feign good aligned, but are very evil. The only thing that makes them seem good aligned is they build masses of influence starbases like Altarians. Someone said here don't colonize Mars, take my influence. Altarians colonized and then built an influence starbase so they wouldn't lose it. Torians do the same.

I found: Diplomacy skill helps very slightly. It helps about as much as sending in a freighter to trade. If the AI has a planet in your area of influence, they are instantly mad at you.
