To all who posted before me, I think he means stardock rather than starforge. Of course, he could just be mistaken, ShadowWolf, The serialThat should be in the email that stardock sent you when you purchased the game online - or on the jewel case if you purchased it retail. If I remember correctly that was a 28 digit sequence.

I found what I needed. it was a file like /My Documents/My Games/GalCiv2/prefs.ini

Change Game Resolution in Galactic Civilizations II Stardock Forums

I set the game resolution to one that the the game could not load under. I now can't seem to change it back. Any ideas how I could change it outside of loading the game?
