First, has anyone used this galactic achievement and have you seen it make a difference? It becomes available when you choose Evil for an alignment and then progress a little further past that with research (to Concepts of Malice, which unlocks a host of planetary improvements for Evil). The stated idea is it's supposed to make planets that are ready to revolt do so almost instantly. I'm about to finish off a large map through conquest, but a number of planets have crossed the 4.00
