Latest version updated via Steam, only DLC I have is Crusade

So I'm just getting back into the game after a long hiatus, as the initial version at launch failed to grab my attention like GalCiv II: Twilight of the Arnor. I'm playing on the largest size galaxy with only 8 races, no minors. I have all settings set to VERY SLOW and have habitable planets set to rare (currently I have 4 planets settled, as do the Torians, the first race I've encountered) But anyway, I'm finding the pacing to just be too fast even
Thanks, I'm just wondering if the developers have changed it since launch in any significant way so I don't have to mess with game files?
As I said, when the game first launched I felt even the slowest setting was too quick. So you'd get lasers or whatever and then a few turns later they're obsolete. I was hoping since launch they've made adjustments to the settings so when you discover technologies they actually have an impact individually and stick around for awhile on ships, etc. rather than being obsolete a handful of turns later.
It's been awhile since I played. When it first came out I felt even the slowest settings allowed me to research technologies too quickly. I want to play where when you get a new tech it sticks around for awhile and has some impact, rather than it becoming obsolete in just the span of a few turns. Have subsequent patches since launch made "slow" research or building times or whatever actually slow, or are there any mods you'd recommend?
I feel like tech is researched way too quickly, making various sensors, weapons and defenses obsolete/replaced too quickly to really enjoy the boost from getting that new technogadget. Anyone else feel like even on the slowest settings the game progresses too quickly?
I'm feeling like this game just overwhelms my screen with a gazillion ship designs everytime I research a new technology. Is there a setting to stop all these designs from popping up or what is the best way to go about this?
Just started playing with Beta 3 and shortly into my campaign had the game just freeze up on the map, couldn't click anything or exit out of the game without using CTRL-ALT-DEL. Some details I hope help: Radeon 7870 2GB Intel Core i5 8 GB Ram Playing as the Humans on a Large map with ALL the AI added as opponents. Left the other settings at default when playing. Happened a few turns in, somethin
