I think the Terrans need a hefty research bonus as an initial trait, seeing as how that is supposed to be one of their huge strengths. As xFlukex points out, I also don't understand why humans only have Hyperdrive and everyone else has Ion drives even though humans had the Hyperdrive way before anyone else.

You can view a full screen view of the tech screen by pressing the "more" button. I believe, based on previous Journals, that he specifically chose them to give the AI a hard time. If I remember correctly, the AI generally does best on Medium maps with lots of planets. By limiting the planets, extra pressure is placed on the AI, making it a better test of how well the AI is playing. <br/

\Stardock\GalCiv2\Data\English\CustomPlanets.xml There you can alter your starting planets. As far as I know you can't make it random, but at least change their names. As for the number of stars and planets, I don't think that there is a way to make more of them, as long as you don't create a custom map and place them for yourself.
Ressourcemining starbases work for your whole empire, not just for what is inside their influence sphere. So don't worry, your class 26 planet gets the bonus.
If the game would be ruined by adding the "option" of tactical combat then surely adding the "options" of multi-player ... would ruin it as well. Which is the reason why there won't be any multiplayer. <
