I can confirm that every galaxy size has a maximum number of players that is allowed. The number is different for each galaxy size. It is possible to go higher than that, but the game won't allow you to leave the setup window until you reduce the number to an allowed value. I haven't found these limits anywhere in the xml files. I'm not sure if that means I missed them or if they are hard coded somewhere else. Also, this is Intrigue.

I have reported this exact same behavior in a support ticket and in several posts. It still exists in 3.0 and Intrigue. Only the devs will be able to fix it completely. I have partially fixed it by making a mod that changes the default colony ship population to 0.5. The Yor are then able to send out 8 colony ships with population to settle 8 planets before they resume sending out empty colony ships. This has existed since Crusade was launched. I made a post in March about it and other bugs and how long ago I created support tickets about the problems.
Foreign and enemy are considered to be the same in this game. Check the Sentry command to see how it actually works compared to what the tool tip says. My ships are slowed if they go through the area of effect of a starbase owned by a foreign race with the Vigilant trait. It doesn't matter if we are at war, or if we are allies, or anywhere in between. AI-controlled ships are never slowed.

I've had it occasionally in my recent Crusade games. The last game I played I saw it on the planet of another race. I've never been able to clear it when it happens to my planet. It still existed after I saved the game, quit GalCiv3, the restarted and loaded the next day.
What type of alerts are you getting? If it is something like this "Beware, [Your name]. We have received reports of pirates. These scavengers destroy anything they come across.", you can ignore it. It is just one of several generic conversations that the AI can initiate as part of the Flavor Text. They don't mean anything.

I see this on a 4K monitor with the UI size set to Large. UI sizes of Normal and Medium don't have this problem. This was long before 2.8 was released. What are your monitor and UI sizes?
If you have enabled cheats, you can use the console to destroy the Peacekeeper ships. In case you don't know how to get to the console, here is a link . To get rid of the Peacekeeper ships, do this: Click on a ship Open the Console Type in destroy , then hit Enter. Use the Esc key to close the Console. Repeat for each ship you find.
