What do I need to create a survey ship! in Galactic Civilizations II GalCiv2 Forums

Hello everyone, I'm new to the game and of course I love it. I've got this question though: what do you need to create survey ships? I want to explore anomalies but without a survey ship, I can't. at some point I constructed a thingy that said: "Any ship can survey now" (something similar to that) but it always said the same thing whenever I'd send a ship to an anomaly: "You need a survey ship to survey anomalies".
