I agree that you should be able to change a build to later version and just add the extra turns to complete the upgrade. Also it makes more sense to me to upgrade an older ship design at a shipyard and perhaps a planet or starbase than paying money to upgrade a ship in open space. A major upgrade would not really happen in deep space. An upgrade should also take turns to complete. This way it would using production to upgrade rather than paying cash or give the option to do either
