I often have certain planets I can't place planetary soil upgrades on (there are no tiles to choose from to place it), is this a bug?

The Yor project "Assembly" doesn't require a tile and I don't think it's supposed to, however, I cannot use it if there are no free tiles, forcing me to leave a tile open at all times if I want to be able to grow pop. Is this intended behavior? Seems odd to both require and not require a tile.
There is also no sound in space either, but I doubt we want no sound effects anywhere in battle, etc. ;)
