This is a very annoying bug. It took me half an hour before I realized one of my planets was not building anything ... when the AI overran it with a small fleet because it only had a half built starbase and a ton of scheduled defenses that never were built after I had to recall the fleet to reenforce against another AI on the other side of my little empire.
