Help: Shipyard won't produce! in Bug Reports GalCiv2 Forums

Not sure if this is a bug or something I don't know... I have a shipyard (if it matters, on Ditla IV) Orbital Construction stops at 0 weeks to complete ship, then nothing happens, stuck at 0 week after week. Have tried switching ships, tweaking all military/social/economy emphasis permutations but no go. Shipyard will hold ships in orbit so long as I bring them in, just won't finish building anything. Cruised around the galciv2
