I think a B5 mod has great potential, particularly for the Earth Alliance it would be so cool to have access to rotating sections for your ships, though i don't see how that could be possible By the way, sorry for appropriating the thread for B5, but it is that cool!

Absolutely! Going first gives you one firing round to wreak havoc before your opponenbt can retaliate. The more damage you can inflict in that round (as a proportion of the total enemy hit points) the better attacking is. Its also worth noting that if the enemy consists of many small ships the advantage will be bigger than if fighting a few large ships (but I believe that this was your point popup target).
I like the idea of a cloak-esque system, and it could be done without introducing any kind of fleet tactics. Introduce a "jamming" module which reduced the effectiveness of enemy sensors in detecting the fleet with the module. Sensor range could be reduced to 1 / (1 + N) where n is the number of jamming modules in the fleet, so 1 module would halve sensor range, 2 would reduce it to 1/3 and so on. I'm not sure if this is true for GC2, but for GC1 it was possible to download updates as a patch without using SDC. Provided you could get the patch from your library computer to your home PC, you could still get updates.
That is correct it is mentioned explicitly on the forums somewhere (though i don't know where). Basically the developers don't believe in copy protection. So Starforce is definitely not in the picture.
a good way to implement such a system would be to have a chairman of the UP. You could make it either a rotating chairmanship (like the EU presidency) or an elected chair (like the UN in Civ 4) or the chair could be the major race with the highest influence. The chair would then have the authority to table a resolution for a vote. The only point I would add is that there are some techs that are alignment specific, so it is not possible to research every tech. However I do not know if it is possible to use the techs of other alignments even if you steal them.
I would imagine that it also depends on the offensive and defensive capability of each ship. There will always be some first-mover advantage unless the attacker cannot harm the defender (in which case they have bigger problems), but the magnitude of the advantage would depend on attack vs defense. It does make sense that the carrier is the last ship to die. It could be justified as an effort by the fighters in the fleet to screen the carrier, so while the enemy may try to destroy the carrier, they can't because the fighters are in the way.

If you look through the tutorials you will see that you can make each planet specialise in one of the three spending areas (military, social, research), which increases its focus on that output.

Incidentally, What's the deal with the tutorials, movies and multimedia folders under the GalCiv2 icon in stardock? Do these need to be downloaded separately or are they just parts of the package being downloaded as part of GalCiv2?
