There is a little box that says upgrade all ships off this type. its on the right near the top.

For some reason i could talk to the dread lords, when it comes up in galactic news that a minor civ has made peace with them you can press the little icon that comes up on the right side of the screen and talk to that civ in the news, it let me talk to the dread lords. There leader image is the same as there race logo.

the level needed to get an alliance is "friendly" but it can get higher to "close", and you have to break an alliance first to declare war, its the same button as trade embargo. The AI never breaks alliances.
