I was wanting to play Gal Civ II on my laptop, but I get an error message saying that my graphics card drivers need to be updated to work with DirectX 9.0c. The funny thing is that I already have 9.0c on my laptop and it works fine. On looking at the ATI website, I have the latest drivers which are from 2004 I believe. The laptop is a Toshiba, and I have checked the Toshiba site as well. I reinstalled the latest drivers for good measure,

I forgot to mention, you need to be using the cheat flag for CTRL+SHIFT+R to work. It's a cheat that researches most of the tech tree. I am having similar problems but I am wondering if I really have all of the technology I need. I know that when researching technologies, I can see what is required for some of my custom made ships in order to build them. I am playing through the campaign mode to get a feel for the game. I realized early on that the entire tech tree wasn't in the campaign. However, there are some technologies still present that don't seem to deliver on what they are supposed to do. In particular, I have a question regarding the cultural line (i.e. cultural domination, etc). These techs are supposed to grant modules for starbases to increase cultural influence.
