are the altarian resistance meant not to be able to declare war on the Terran Alliance? I was playing as them and the Terran started to annex a bunch of my worlds through there influence even though I had influence buildings on those worlds, so I thought I would just invade with my superior Armed forces but it said I was not able to declare war on them? I dont recall not being able to do so in Gal Civ 2 (though that may be because I mostly play custom factions)
