In addition to the issue with the Quantum Power Plant described above, it appears as though the effect of building the Singularity Power Plant is limited to the planet where it is built -- the Singularity Power Plant production bonus only appears in the construction value breakdowns of that planet.

I'm playing Retribution with the hot patch enabled. After researching the Industrial Expertise tech, the Quantum Power Plant does not appear in the list of available colony improvements (although the Singularity Power Plant does). As this used to be an upgrade to the Fusion Power Plant, it may be a side effect of removing that improvement from the game.
