no clue.. need major help.. skin is 'skewed'

hey guys,
recently i noticed that my shutdown box is skewed. In other words it does not have clean sharp lines like it shood but the icons (i.e. shutdown,restart, etc) are jagged and blurred. This applies to text and about everything else in this box as well. Also the 'logoff' and 'shutdown' buttons in the start menu are jagged and skewed as well. They are this way for every skin and even when i uninstalled windowblinds.
What can I do to fix this problem, and what may be causing it?
Also a unique problem with cardinal skin red: In the start menu the skinning at the top of the menu (where your name and icon should show up) is gone and is instead simply completely black. I tried uninstalling and reinstalling the skina and it is still missing
sux cause i loved this windowblinds scheme.
