The text tag did not get replaced with my custom civilization's leader's name. In the previous game that I just finished, when I got this Situation Report the tag had been replaced with my custom civilization's leader's name.
Paul - I had reported the same bug & RammaStardock said he was going to log it. I actually got it twice in one game.
Ill be sure to bump this back up
