Will it has usable MP this time ...

okay even I was thrilled that GC III got MP and we (brother and a friend also) bought it in advance, it was terrible and not fun to play , the waiting between active doing something and just not able to do anything was too long and frustrating.

The only round based game, which makes it right is Age of Wonders : Planetfall ...
, if such system isn't technical possible in GC IV better not wasting any time for MP 

So what has been the plan for GC IV ?
