It was a test to see if the spies were removed automatically during an invasion.
My initial intention was not to destroy this building, but the legions have destroyed my plan because they do as they please and without being able to direct them.
So we must remember to remove all of our spies before launching an invasion.
My point is that it is not very convenient to have to do this every time. It would be much more practical if the spies were removed automatically.
