What is "Use Localized Data" in the GC3 settings?

That option is super old and predates our current localization system. 

 I'm going ask a dev to remove it as it doesn't do anything now.

Yea, you guy even write about it in the game manual. Btw, it need to update for Retribution. Most of info and tricks are on Crusade which still usable but might confuse a newcomer.
