AI will not trade planetary resources

Was trying to obtain 1 Xanthium (but tried with some other resources as well) from a civ that actually liked me. I offered about 20 techs, 15 starbases, 12 planets, every ship I had (was number 2 militarily out of 20 civs) and about 5400 credits and the bar never moved from the left hand- you must be joking- side.

No civ will ever trade a resource if they have any less than 5. Period.

What's actually happening is that they refuse to trade >=25% of their stock in any given resource. It's a hardcoded number.
