Start up Error, please assist!

I have been trying to play Gal Civ again, but I receive the following error on start up:

C:\Program Files (x86)\Steam\steamapps\common\Galactic Civilizations III/Data/Core\GameOptions.xml(233,21): error:
value 'QuickMove' not in enumeration

 When selecting any of the "Continue", "Skip", or "Quit" options, all cause the launcher to shut down. What is this error and how can I correct it?

Uninstall and reinstall. You may have corrupted files.

I have already reinstalled twice. Not new to computers and the like.

But did you fully uninstall? The file the error is referencing shouldn't exist. If you've missed updates, something may have errored during the process. Try deleting that file entirely- if that's the only leftover, it should be fixed.
