Not a bug. Minimum manufacturing to a shipyard is one. If you want to min/max all your worlds to 'exploit' this, go ahead. 1 production per planet is not going to get you very far when you can only have five sponsors max.
If it is true, it does not function in the planet near the shipyard.
Clarification: Assuming you have at least .1 manufacturing put towards it. Zero is zero.
