There has been a lot of talk about the Production Wheel and whether it causes too much micro, or is a great tool for players who want to make colony specific choices. Personally, I fall on the side of loving the ability to control the allocations per planet.
(eg: just colonized a class 8 that needs a bunch of improvements before it can be useful, but I don't want to slow down ship manufacturing or research on my other colonies... so I set this planet to 100% Manufacturing, and the split to 100% Social. Nice... now it takes 3-5 turns for the first couple of factories instead of 15-20)
That said, when you get more than a handful of planets it becomes not fun to remember and re-check planets all the time to make adjustments. I certainly agree that this becomes a burden.
Therefore I propose the following additions:
1) add an Economic Governor. This governor affects only the Production Wheel and can be assigned to one or multiple planets. It remembers the specific Production Wheel and Military/Social slider settings and can be named by the player, and then...
2) Easy ability to change the Economic Governor. Two ways: A ) selectable from the Colonies list (the mock-up doesn't show this, but you could click on the Governor name and a select list comes up with other choices you have defined), and B ) Using the Commands tab, the player can change to different Economic Governors en masse.
3) add 1-Click access to the colony "Govern" screen from the Colonies list (the current colony management screen under the main screen's Govern button). For that matter, we should also have direct access to this screen from the main screen's planet list.
4) modify the Colonies list to support these changes. See mock-up.
PS - I know some sort of Colony Governor is planned, but I have not seen any real detail on that. From what I have heard, it sounds like it was focused on improvement building (tasking the AI with setting up your planet). This would be great too, but I think it has separate use cases from a pure Economic Governor.
