For treaties, list under both races. When it is selected under a trade offer, list under both players.
For a few games, I wondered why I couldn't select Open borders. I didn't realize that selecting my own open borders offered a treaty both ways (instead of giving the enemy a pass into my territory, with no right to enter his).
Please do this for all treaties.
